Next, before a blast is fired off, there needs to be a loud warning signal given by the person in charge of the blasting operation. That individual needs to guarantee that all surplus explosives are safety secured and that there are no employees, equipment or vehicles in the range of the blast. There needs to be a flagman on the highways near the blasting site, to prevent cars from the public driving into the blasting danger zones during the blasting operations. And there needs to be the time posted of the blast, to alert every one as to when a blast will take place at the construction site.
