There needs to be a flagman on the highways near the blasting site, to prevent cars from the public driving into the blasting danger zones during the blasting operations. And there needs to be the time posted of the blast, to alert every one as to when a blast will take place at the construction site.

Even with all these precautions firmly in place, an accident can happen that will bring an unsafe condition, or an accident of an employee, at a construction site.
